Capital News Service gathered data from the 2019 legislative session and conducted an analysis to report on some of the most striking takeaways from the General Assembly. In the Senate and House of Delegates, 188 legislators introduced 2,497 bills, which includes 16 joint resolutions. Both chambers passed 866 bills, two of which were joint resolutions.

With the first hearing on Gov. Martin O’Malley’s gun control package set for a Senate hearing Wednesday, pro-gun legislators are loading up their arguments against the proposals.
The lawmakers said that O’Malley’s proposed gun-licensing fees in SB281 could exceed $400 per person, bringing the dawn of a new era when “only rich people could afford guns.”

When Del. Neil Parrott was gathering petition signatures to put congressional redistricting on the ballot so voters could overturn it, he found that all he needed to do was show people the map itself and they were ready to sign on.
That’s the same appalled reaction I found last week when I made a presentation on Question 5 to students and staff at the University of Maryland Baltimore. All they had to do was look at the map, particularly the lines for the 3rd Congressional District, to realize there was something very wrong.

Republicans hoping to overturn Maryland’s gerrymandered congressional districts are sounding desperate to collect enough by the deadline at midnight Saturday.
They say they need to collect 7,000 signatures to be on the safe side to put the redistricting map on the ballot with a total of 55,736 valid signings.

Republicans are having a tough time getting enough petition signatures on a petition to bring to referendum the congressional redistricting plan passed by the legislature. The map redrew lines to make it possible for Democrats to pick up the 6th Congressional District seat of Rep. Roscoe Bartlett in western Maryland.
