Despite impassioned speeches from Republicans, the Democrat-controlled Maryland Senate voted Thursday to override three of Gov. Larry Hogan’s vetoes from last session, and decided to postpone voting on a fourth.

Legislators and nonprofit groups are still digesting the $42.3 billion budget Gov. Larry Hogan submitted Wednesday. But there were few signs of indigestion over a proposal that increases spending by $2 billion (5%), while setting aside a record $1.5 billion in reserves and surplus. “We don’t know until we get into all the details” is the way House Speaker Michael Busch summed it up after breakfast with the governor and fiscal leaders. House Appropriations Committee Chair Maggie McIntosh had lots of unanswered questions, as well.

Amid a sea of Maryland state-flag neckties and toddlers in suits, legislators of the Maryland General Assembly were gaveled in for the first day of the 2016 session. Senate President Thomas V. “Mike” Miller Jr. and House Speaker Michael Busch, both Democrats, were reinstated in their leadership positions. It is Miller’s 30th legislative session as president, the longest-serving presiding officer in any U.S. legislature. Miller, 73, is now also the longest-serving member of the Maryland General Assembly, first elected to the House of Delegates in 1970.

Japanese Ambassador Kenichiro Sasae hosted scores of Maryland senators and delegates at his official residence in Washington Monday night to celebrate increasing business ties with Maryland. “More than 6,000 Japanese already live in Maryland,” Sasae told a crowd of several hundred that included many of those residents. “Roughly 600 Japanese companies operate there, providing about 10,000 jobs for the citizens of Maryland.”

Gov. Larry Hogan did not give a final decision about whether to fund a requested $68 million to aid counties with higher costs of education during a 100 days in office press event on Thursday. Also on the menu were the governor’s responses to the Freddie Gray investigation ongoing in Baltimore City, transparency and overtesting in public schools.

The General Assembly’s Spending Affordability Committee recommended Wednesday that next year’s state budget be allowed to grow by 4% and Maryland’s debt limit be allowed to increase $75 million to $1.16 billion next year.

An attempt to delay implementation of stormwater clean-up fees that will cost Maryland property owners millions come July failed in the legislature’s final day. The delay died after it was attached to a bill exempting nonprofits and government agencies from the fees called “the rain tax” by critics.

A controversial gas tax hike already passed by the House of Delegates was approved by a Senate committee Thursday, moving it one step closer to becoming law. The committee also approved a constitutional amendment requiring three-fifths votes in both houses to use transportation money for other purposes, a so-called lockbox.

Sen. Richard Madaleno said Thursday on the floor of the Senate he was shocked by the news that Maryland will not be replacing old touchscreen voting machines with more advanced technology before the 2014 election. “I was under the impression that we were going to have new voting machines in place by then,” Madaleno said during debate on a bill to make voting easier.
