More than 80 scheduled speakers and dozens of others converged on the House Economic Matters Committee Friday for one of the biggest days on the legislative calendar: a hearing on the omnibus bill to create a legal market for cannabis in Maryland. The speakers, some representing private industry, some speaking only on behalf of their own businesses, and some simply concerned Marylanders, came mostly to propose amendments.

“If this (gun control) does get passed, it’s going to be struck down and all they’re going to do is cost the Maryland taxpayer tons of money defending it in court. Don’t pass this unconstitutional law,” said Paul Brockman, a self-employed contractor from Hanover, Maryland, and spokesperson for The Patriot Picket, an Annapolis Second Amendment activist group. “These are the most lawful, law-abiding people out here, and they want to take away our ability to carry a gun to defend ourselves.”

Marylanders voted last month to allow the legalization of cannabis for recreational use, making the state the 22nd jurisdiction and the last state in the DMV area to do so. The legislation, which goes into full effect on July 1, 2023, allows the possession and sale of cannabis products up to one ounce for anyone 21 or older, and will mean the expungement of cannabis-related records for thousands of people.

The Maryland House of Delegates approved two bills Friday to reform the state’s marijuana laws – one would allow voters to decide whether to legalize marijuana and another to permit those convicted of possessing the drug to request their records be expunged.
