O’MALLEY: Gov. Martin O’Malley launched his re-election campaign in Fells Point and then began a tour around the state Tuesday. MarylandReporter.com’s Andy Rosen has an analysis of what it’ll take for him to keep his job. O’Malley suggested that former Gov. Bob Ehrlich would take Maryland backward, and asked how his challenger would pay for a proposal to roll the state sales tax back to 5 percent, Michael Dresser writes in The Baltimore Sun.
Aaron Davis has the story for The Washington Post, and John Wagner writes that Ehrlich stayed out of sight as O’Malley’s campaign began. An editorial in The Sun hypes up the coming clash between O’Malley and Ehrlich, but hopes that there will be real discussion of issues facing the state.

NORTHROP GRUMMAN: Virginia Gov. Bob McDonnell said his state’s business-friendly government and quality of life are what swayed Northrop Grumman to choose Northern Virginia as its headquarters, Jeff Clabaugh writes in the Washington Business Journal. McDonnell said the defense contractor will receive $12 million to $14 million in incentives.
But Northrop Grumman officials and Maryland’s top economic development official said the decision to move to Virginia was based on real estate, not a supposedly unfriendly business climate, Ryan Sharrow reports in the Baltimore Business Journal. Northrop officials said Maryland’s offer in incentives was “very competitive” to Virignia’s, but that Northern Virginia had a better selection of buildings compared to Montgomery County.
