O’Malley signs death penalty repeal into law; meanwhile two elected officials are expected to announce decision on whether to petition it to referendum; slew of other bills are signed including expanding early voting, campaign-finance reform and shark fin ban; General Assembly expected to hold hearings on prison corruption scandal; with same-sex marriage now law, state government ends benefits to domestic partners; Lt. Gov. Brown plans campaign tour of the state; Del. Guzzone will stay in legislature; Del. Shuh to run for Arundel exec and Arundel Exec Neuman to form campaign committee.
