Ratings on environmental policy for Maryland legislators slipped last year, despite passage of a major offshore wind energy bill championed by Gov. Martin O’Malley.
The Maryland League of Conservation Voters released its 2013 scorecard Monday, giving lawmakers an average score of 64% in the House of Delegates and 55% in the Senate. Those scores are down slightly from last year’s 69% in the House and 63% in the Senate.

The Maryland Senate gave its approval to offshore wind energy on Friday, but not before a heated debate questioning whether it is a wise decision for the state to subsidize and invest in the developing technology. Proponents described it as a forward-looking law that would pave the way for energy independence and reduce the emission of greenhouse gases by capitalizing on an environmentally friendly source of electricity. Opponents described the bill as “corporate welfare” and a boondoggle for taxpayers.

It was an unusual sight Monday night as hundreds of people joined hands and encircled the State House to show support for wind power legislation. More than 400 turned out to push for final passage of Gov. Martin O’Malley’s offshore wind energy bill, which passed the House of Delegates last week and must now clear the Senate.
