Republicans unveil legislation aimed at reducing violent crime
The proposals include measures that would increase penalties for those who use a firearm during the commission of a crime, classify the theft of a firearm as a felony, increase the amount of jail time that prisoners must serve before they are eligible for parole, and establish a special unit within the Office of Attorney General to prosecute violent crimes in Baltimore City.

The state transportation secretary got an earful from Republican delegates on the Appropriations Committee Friday. The Republicans wanted to know how much transportation funding had really been diverted to other programs and questioned why more transportation money was spent on mass transit than on public roads this year.

House lawmakers Monday night passed a 7.5% state severance tax on natural gas in a 82-51 vote, after the delegates on Saturday fended off an amendment from Del. Wendell Beitzel, R-Garrett, that would cap state and local taxes on natural gas extraction at 7.5% combined.

Maryland wants to set a gold standard for safety to drill for natural gas in western Maryland’s Marcellus shale deposits, which could start as soon as as August 2014.
The House moved two drilling-related bills closer to passage Monday night. One funds an impact study and the other provides legal recourse to Marylanders if health and property are adversely affected by drilling.

Del. Wendell Beitzel, R-Garrett County, made his support for drilling Marcellus shale to produce natural gas in his corner of the state quite clear on Tuesday morning.
Beitzel offered five unsuccessful amendments to a bill that would require a comprehensive study on the impact and risks of drilling the shale before permits could be issued. The Department of the Environment and the Department of Natural Resources would publish the study, including conclusions and recommendations for legislative changes, by August 2013.
