Montgomery Democrat proposes automatic voter registration

Maryland Sen. Roger Manno wants to eliminate voter registration, and instead automatically enroll every Marylander of voting age with a state-issued ID card or receives benefits from social services. On Thursday, Manno, D-Montgomery told the Senate Education, Health and Environmental Affairs Committee that it is time for Maryland to modernize its voter registration system and join states like Oregon and California that have already enacted similar legislation.

Twenty-thousand deceased Marylanders remain on voter registration rolls, 268,000 voters are registered at addresses where they don’t live, and 48 are listed with record ages higher than 114 years old, according to an analysis by the Maryland Republican Party.

At least 8,000 registered voters got cards recently from the State Board of Elections telling them they were not registered. The cards were apparently part of a mailing to a million people eligible to vote in an effort to encourage greater voter registration.

Maryland could take part in a new online voter registration system to build a powerful national database that would ensure more accurate voter rolls that don’t include the dead, people registered in two states or those with invalid addresses.

After an audit this summer pointed out that the State Board of Elections did not tightly control its voter registration system, changes have been made – but their effectiveness won’t be proven until Sept. 14.
The critical report, released by the Office of Legislative Audits in June, noted that the state board did little oversight to ensure that changes to voter rolls – the responsibility of county boards – were correct. Additionally, reviews were not done to ensure that convicted felons were actually removed from voter rolls by county boards. Auditors looked at records for 22 convicted felons, and found that seven of them still had voting privileges.

The State Board of Elections does not do a good job monitoring voter registration and overseeing local election boards, state auditors said in a new report, and the board has serious deficiencies in handling accounts receivable, cash, equipment and payroll, even failing to report a $2 million budget shortfall.
Some of the same problems were found in a 2006 audit, but elections officials still hadn’t properly addressed them, the audit said.
