Budget problems even bigger than expected, Hogan says; more of transition team announced

Confronted with projections of state deficits far into the future, incoming Gov.-Elect Larry Hogan admitted Monday “quite frankly even I am surprised at the magnitude of the problem, and the task ahead of us is vast.”
Last Wednesday, the legislature’s budget analysts told lawmakers that there was already a $300 million deficit in the current budget, and another $600 million shortfall in fiscal 2016.
“The problem seems even greater than we expected it to be,” Hogan told reporters as he announced new members of his transition team.

It’s no secret that Sen. Allan Kittleman will need lots of Democrats to vote for a Republican for Howard County executive for him to accomplish what the GOP did 23 years ago — take over the county government. “If Allan Kittleman can’t have a chance in Howard County, no one has a chance,” said attorney Michael Davis, who was campaign chairman for Republican Chuck Ecker when Ecker defeated Democrat Liz Bobo during her re-election bid for executive in 1990.

A commission studying Maryland’s campaign finance laws appears likely to recommend raising current limits on campaign contributions, which haven’t been increased in 19 years. The commission took no formal vote, but seemed to reach a consensus on raising the total amount an individual may contribute to state election campaigns from the current $10,000 to $25,000 during a four-year election cycle.

The budget mess that has led to plans for a special legislative session has further emboldened Republicans to seek fiscally conservative solutions to what they see as failed policies of the Democratic monopoly. Larry Hogan has 12,000 people in his Change Maryland group; Marty Madden has an exploratory committee for governor and would seek public financing; and David Craig seems the best organized.
