In filling the three legislative vacancies he has created in building his new administration, Gov.-elect Larry Hogan said he’d like to see a more open nominating process used by the Republican central committees and more candidate names for him to fill the seats. Hogan told reporters: “We’d like to encourage them to make the process more transparent.”

Service fees for representation by teachers unions in over half of Maryland’s counties would have to be negotiated under a bill that passed the House of Delegates last week and has a Senate hearing Tuesday. The fees would have to be paid by non-union members for bargaining and other services provided by the unions.

The full House of Delegates gave preliminary approval Wednesday night to an overall state budget of $34 billion for fiscal 2012, 2.8% higher than this year. After nearly 4½ hours of debate, the budget as passed by the House Appropriations Committee emerged unscathed. The House rejected a series of 14 amendments to cut the budget with various components of the Republican budget proposal or to add pieces of failed bills.
