Miller ‘reluctantly’ supports estate tax cut he’s sponsoring

Though he’s listed as chief sponsor of a bill that would cut Maryland’s estate tax, Senate President Mike Miller said Wednesday he only “reluctantly” supports his legislation, and its House equivalent, which delegates passed last week.
But, Miller said, it is important to keep Maryland’s rate competitive to those of other states.

The Senate Budget Committee voted Friday to take $500 million over the next five years from extra payments into the state pension system to balance the budget this year and for the next four.

State Senate leaders told a business group Wednesday that they expected to see some sort of small business tax relief in the coming legislative session, possibly coupled with an increase in the minimum wage.

Democratic Senate President Mike Miller announced Wednesday night that Howard County Sen. Jim Robey will become majority leader of the Senate for Robey’s final year. He replaces Sen. Rob Garagiola who resigned in August.
In the surprise announcement at a fundraiser for the man running to succeed Robey in District 13 — Del. Guy Guzzone — Miller also said that Guzzone would fill Robey’s seat on the Senate Budget and Taxation Committee in 2015.

Massive turnover in the legislature is expected in the 2014 election, with at least a third of the 188 Maryland General Assembly seats changing. Nowhere is the upheaval more dramatic than in Howard County, where two-thirds of its seats are up for grabs: two of three Senate seats and six of nine delegate seats.
These changes have already led to the announcement or filing of more candidates for Howard County legislative districts by non-incumbents than any other area in the state.

A large and diverse crowd usually flocks to Del. Guy Guzzone’s annual pizza party, filling the streets of his quiet Columbia neighborhood. But Senate President-for-life Mike Miller hasn’t showed up before at the event that asks only for a voluntary contribution.
So when the Senate chief popped out of his trooper-driven Crown Vic Thursday evening it was a sure sign that Democrat Guzzone was going to take the plunge and run for the state Senate seat being vacated by Jim Robey, the former Howard County executive.

After they declared “Ken Ulman Day” in Howard County Thursday, the four Democrats on the five-member County Council unofficially declared Monday “Ken Ulman and a Secret Partner Day.” This was a joking reference to the not-so-secret announcement planned on Monday by Lt. Gov. Anthony Brown that Howard County Executive Ulman would join his ticket as candidate for lieutenant governor in the 2014 gubernatorial race. Howard County Democrats were beginning their long sendoff to the term-limited Ulman who had raised more than $2 million in a potential quest to become governor.

Democratic Del. Guy Guzzone has decided not to run for Howard County executive as many expected, but instead to campaign again for the legislature, possibly for the state Senate. Republican Del. Steve Schuh fulfilled everyone’s expectations Thursday night by announcing a race for Anne Arundel County executive, even though he will likely face new county executive Laura Neuman in a Republican primary as well as County Councilman John Grasso.

The “rain tax,” as opponents have dubbed the stormwater runoff fees set to kick in July 1, is likely to be modified, key legislative leaders told a business group Thursday. The fees could amount to hundreds of dollars for residents of some counties and thousands more for businesses and even churches. “As you see this thing played out, the legislature will do something,” Senate Budget and Taxation Committee Chairman Ed Kasemeyer told a Howard County Chamber of Commerce breakfast.
