Recent Gambling Regulations in Maryland

The stringent US gambling laws regulating online gambling are actively getting revised in most American states. Sports betting industry is a front runner in this trend, and soon, residents of Maryland could enjoy better local betting options. Lawmakers’ stance on online casinos has softened in recent years. Part of the factors contributing to this reconsideration is the tremendous potential of online casinos to stimulate the economy even under recession.

Recently, the issuance of gambling licenses to in-person and online betting has been a major motion in Maryland’s legislative process.

During last fall’s general elections, voters massively supported sports betting legalization. Now, it is up to the government to decide on how best to kick-start the industry. However, the House of Delegates and State Senate have conflicting views on how best to number licenses issued to such operators.

Nevertheless, it all comes down to the licensing of casinos. The Washington Football team, Pimlico Race Course, Baltimore Orioles stadiums, and Laurel Park are in the process of getting cleared to hold in-person gambling. Thirty more licenses will be provided for the Maryland State Fairgrounds, large bingo halls, and off-track betting facilities. Online and mobile sports betting businesses would also be issued with up to 60 licenses.

According to the system, smaller businesses would be required to pay less tax than bigger ones. Those with less than 25 employees and $3million in sales are considered small. Sports betting brands would be required to pay 15% of revenues, which would be allocated to public schools.

Hopefully, about $20 million in revenue is projected as the initial returns once the new industry picks up.

Japan

Most online casinos are legally operated in Japan, and it is a proactive gambling landscape on the move to improve its online-based casino policies. Japan’s Casino Regulatory Commission recently outlined a draft of regulations for casino license holders to abide by. (Keep in mind it is illegal for anyone residing in the US to place bets on offshore casinos not licensed by the US.)

The commission named nine casino games that would define the nation’s gambling industry. The games include roulette, four types of Blackjack, eight poker types, two types of baccarat, Casino War, pai gow, money wheel, and Sic Bo.

The regulations require that IR operators and casino stakeholders, and executives be analyzed for any involvement in organized crime. The measure targets to determine whether the passing of the law would do more harm or good to the community before legalization.

Casino operators also must control gambling addiction by providing support for gamblers to fight addiction and ban addicts for at least a year. They should also limit monthly visits by identified addicts.

ATMs are banned from gambling activities. Casinos also have to provide accurate time inside their premises openly. The regulations also warn against any acts of motivating or overmarketing gambling by casinos.

The regulations were subject to public feedback from 2nd April to 9th May. Comments should be based on IT, the approval process for casino machines suppliers, and fund transfers. Decisions will be made after the consideration of public feedback.

Consumer Protection

Britain’s Gambling Commission has also raised concerns about increased online gambling preference. The commission has declared a mission to last for the next three years, aiming to protect consumers and public interests.

Some of their primary goals are to protect children and vulnerable individuals from gambling harm. It also aims to curb gambling crime and prevent organized crime. Fairness and consumer awareness are also significant concerns which they are committed to seeing through.

According to the commission, returns to positive causes from the National Lottery should also be improved and gambling regulations as a whole.

They plan to achieve the proposals through vetting risk management schemes and examining new products and services to eliminate any consumer risks before their occurrence.

They also seek to work with partners and stakeholders to form control measures that would guide license holders.

The commission has been reviewing the Gambling Act since December 2020, seeking to implement suggestions by the Public Accounts Committee, National Audit Office, and House of Lords gambling harm committee.

It also plans to strategize a means for projects and intervention evaluation.
