When legislative committees get together to cut the budget, it can be a harrowing experience for the people in the audience. Lawmakers follow along with the various proposals listed in staff-produced documents as they decide whether to cut or keep hundreds of millions of dollars from the governor’s allowance. It’s basically impossible to follow along with the process without the documents.

Annapolis is usually a pretty courteous place, but not when there’s a finite amount of resources. Check out our video to watch the journalists and lobbyists go at it in the House Appropriations Committee.
