A proposal to reform the process by which police seize property like cash and cars from suspected criminals in drug cases is pitting law enforcement against civil liberties groups. Sen. Michael Hough, a Frederick Republican, told the Senate Judicial Proceedings Committee during a hearing Thursday that current procedures contradict constitutional protections such as due process.

Despite impassioned speeches from Republicans, the Democrat-controlled Maryland Senate voted Thursday to override three of Gov. Larry Hogan’s vetoes from last session, and decided to postpone voting on a fourth.

Three senators on the Judicial Proceedings Committee — Michael Hough, Jamie Raskin and Chairman Bobby Zirkin– are sponsoring a comprehensive new bill (SB161) to fundamentally reform how and when law enforcement can seize money and other assets from people suspected of crimes.
