Maryland lawmakers introduce bills expanding student school board member voting rights

A bill in the Maryland General Assembly would change that. HB 402, sponsored by state Del. Jay Jacobs, R – Kent, would make the student position an official member of the school board, according to Joanne Smith, Jacobs’ chief of staff.

Officials told reporters on Friday that the guard is working with the U.S. Cyber Command, the Cybersecurity & Infrastructure Security Agency and federal and local law enforcement to detect and prevent election interference.

Early voting in Maryland starts Thursday, Oct. 27, and will run daily from 7 a.m. to 8 p.m. through Thursday, Nov. 3. Maryland residents next can cast their ballots 7 a.m. to 8 p.m. Tuesday, Nov. 8. Thousands of Maryland residents will not cast a ballot in this year’s election because they are behind bars. They have not had their voting rights taken from them. In fact, they have not been convicted of a crime. But because they are in jail prior to adjudication, they won’t get voting information. They won’t get a ballot. They won’t vote.

A new Maryland law allowing voting by mail with a ballot downloaded online has some voter advocacy groups alarmed that adequate security measures will not be in place for the 2014 elections.
Election Day voter registration and the future of online voting were also among the hot button issues debated at a forum this week, hosted by the Maryland League of Women Voters in Annapolis.

Gov. Martin O’Malley’s bill to expand voting debuted in Annapolis Thursday, calling for more early voting days, same day voter registration and an opportunity for all Marylanders to obtain absentee ballots online.
But critics, including members of the governor’s own party, sounded off about the potential for voter fraud, some even suggesting that certain parts of the bill be delayed until security could be improved.

Maryland citizens will have to wait at least another year to get remote access to one of the most important but least accessible parts of the legislative process: committee voting sessions in which bills are amended, killed or sent to the floor.
The Senate Rules Committee on Wednesday voted down a proposed amendment to Senate rules by Sen. Allan Kittleman, R-Howard, that would have required Senate committees to webcast the crucial voting sessions, as the committee hearings already are.

The Maryland Democratic Party and some of its top elected officials are complaining that a Maryland voter watchdog group is training people in voter suppression.
Election Integrity Maryland, an offshoot of the Texas-based TRUEtheVOTE, has trained up to 200 poll watchers across the state this year to monitor what should be one of Maryland’s most contentious elections in memory.

At least two dead voters showed up to vote at least once in a Maryland general election between 2004 and 2008, according to a voter registration watchdog group that has reviewed thousands of voter records this year, 1% of the rolls in the largest counties. The group – Election Integrity Maryland (EIM) – filed a complaint with the State Board of Elections Aug. 30. The group said it found several potential dead voters, voters who registered after they had died and a living Maryland resident who has been voting twice in elections for years.

States have tried a bunch of techniques to improve voter turnout on Election Day, and MarylandReporter.com described a number of them in two articles last week. But according to some studies and polls, no matter how easy officials make it, more than a third of the voting age population will still not cast a ballot.
