In Howard County, disabled people, their parents and caregivers told stories about their
experiences, railing against the repeated cuts and flat appropriations
that have left Maryland 43rd among the states in helping the
developmentally disabled. Legislators from both parties laid the
responsibility on the governor, and the leaders of their organizations

Combined reporting, a controversial corporate income tax proposal now
under study by a state panel, would have had a broad effect on
businesses around the state had it been in effect in 2006, creating
thousands of corporate "winners and losers," according to a report

Former Transportation Secretary Bob Flanagan, a vocal critic of
Democrats when he was House Minority Leader, is weighing a race for
County Council, as is Ehrlich’s Homeland Security Director Dennis
Schrader. Trent Kittleman, who led the Maryland Transportation
Authority and was Flanagan’s deputy secretary, said she is “exploring”
a run for Howard County Executive. All are Republicans. More |

The Public Service Commission's staff has expressed strong reservations
about Constellation Energy's $4.5 billion deal to sell nearly half of
its nuclear generating business to the French firm Electricite de
France, though it says the regulatory panel can set conditions that

proposal Wednesday, asking the Department of Human Resources for more
information about minority business participation in a proposal to
spend $71.3 million on in-home health care over five years. More |

years Wednesday, but it pulled back on the refinancing of another $600
million in older bonds since that was not going to reap the huge
