The House Judiciary Committee had a hearing a bill (HB350) that would lower the punishment for having small amounts of marijuana.  Audio reporter Duane Keenan talked to its sponsor, Del. Luke Clippinger, about the impact of the bill.  Public defender Robbie Leonard at first was in favor of the bill, but spoke out against it in his testimony, concerned that defendants would not have access to jury trials.
