Harsh audit of Juvenile Services Department finds millions in federal aid lost, contracts without proper approval, and employees and contractors overpaid

scathing audit of the Department of Juvenile Services exposed a host of large problems with recordkeeping, financial management, contracts, monitoring and personnel, including the loss of $3 million in federal Medicaid funds. Treatment funds were not recovered, $148 million in contracts did not get the proper approval, millions in other contracts were overpaid and ineligible employees got overtime pay or were paid twice.

The problems are so many and so severe that the General Assembly’s Joint Audit Committee plans a hearing on the report next month, its staff said.

Poll shows Howard County executive race tightening

A new poll shows a tightening race for Howard County executive with incumbent Democrat Ken Ulman at 49% and Republican challenger Trent Kittleman at 41%, while 10% are undecided.

The telephone survey of 381 likely Howard County voters was conducted two weeks ago by Gonzales Research for other Republican candidates. Democrats were skeptical of the results, particularly because they are based on the premise of a turnout of 46% of Democrats – about 3 points lower than recent elections – and 40% for Republicans – at least 2 points or more higher than usual GOP showing.

University smells success in experiment to save Delmarva poultry industry

University of Maryland Eastern Shore officials are crowing about a recent experiment that drastically reduced the ammonia level in chicken houses. But the $1.7 million experiment is about more than reducing the stench of toxic fumes. It’s about saving the Delmarva poultry industry.

“If we on Delmarva don’t solve this problem, we won’t have an industry,” Jeannine Harter-Dennis, a UMES poultry scientist, said of chicken litter.
