MoCo, state puzzled on old school debt

Montgomery County and state officials are scrambling to figure out how much the county owes the state from the sale of old school properties, before lawmakers take the money from this year’s budget.

The county is disputing a staff recommendation to Senate budget leaders, which suggests that the state should take $3.2 million in aid from Montgomery next year and use it to pay off a debt that the county developed over the course of two decades.

O’Malley working to keep historic credit alive

Gov. Martin O’Malley still has work to do to convince lawmakers to extend a popular tax credit for historic redevelopment that he touted in his State of the State address Tuesday.

But he may have already made some headway in the Senate committee where a similar proposal failed last year.

A bill, heard Tuesday in the House Ways and Means Committee, would distinguish local tax withholding from the state’s on employees’ pay statements.

Constitutional convention question moves forward

Lawmakers backed a bill Wednesday that would allow voters to call a constitutional convention after November’s election.

The Senate Rules Committee approved a ballot measure that would ask voters this November whether they want to call a convention, after the General Assembly’s lawyer told lawmakers that they essentially had no choice.
